SMEPDO (The National Small and Medium Sized Enterprise Office), Lao PDR, was established by Prime Minister's Decree No. 42/PM, 20 April 2004, entitled "Decree on the Promotion and Development of Small and Medium Sized Enterprises" (the SME Decree). The main objective of SMEPDO is to promote the establishment and sustainable development of Lao SMEs.
In addition to SMEPDO, the SME Decree provides for the establishment of the National Small and Medium Sized Promotion and Development Committee (SMEPDC) as well as its Standing Committee. SMEPDO acts as the secretariat of SMEPDC.
SMEPDC became operational by the issuance of Prime Minister's Decision No. 23/PM, 8 March 2005, entitled "Decision of the Prime Minister on Establishment of the National Small and Medium Sized Enterprise Promotion and Development Committee" . SMEPDC is chaired by the Minister for Industry and Handicrafts and consists of 26 members, whereof 17 from the private business sector. Government representatives are at Vice Minister or equivalent level.
SMEPDC held its inaugural meeting on 8 April 2005 and an extraordinary meeting on 17 August 2005. At the SMEPDC meeting on 8 April 2005 internal procedures for SMEPDC were adopted as well as internal procedures for its Standing Committee.
On 17 August 2005, the Minister for Industry and Handicrafts in his capacity of Chairman of SMEPDC signed the Minister's Decision on Organization, Functions and Authority of SMEPDO.
On 22 August 2005, the Minister for Industry and Handicrafts signed the Minister's Decision on 11 Staff to be Allocated to SMEPDO.
According to Prime Minister's Decision No.141/PM, 02 August 2005, Mr. Somdy Inmyxai was appointed Director General of SMEPDO.
At the SMEPDC meeting on 17 August 2005, SMEPDC adopted an Interim Action Plan for SMEPDO covering the period 1 July 2005 - 30 September 2006.
SMEPDO's office is located in an annex building to the Ministry of Industry and Handicrafts on 1 Nongbone Road , Banefay Xaysettha District, Vientiane Capital.
