Lao PDR 2003's constitutions laid down the basis for other related national laws categorized under management and justice areas. One of the national laws concerns Governance Law that defines boundaries of local administrative authorities of different government levels.
Lao constitutions
Lao constitutions (No. 32/Lao PDR) defines social and politics of the country, national defense system, rights and obligations of Lao citizen, national assembly, presidency, government, local government, justice and judiciary, as well as Lao script, national anthem and flag, etc. It is the basis of all national related laws in the areas of administration and justices.
Government Law and Local Government
Government Law (No. 01/NA) defines the implementing system and mechanism of the Lao government in their managing of socio-economic development to enable wealth of the country, peaceful and prosperous livelihoods of the people. Local Government Law (No. 03/NA) defines administrative structure, functions and system of local authorities' mechanism. Administratively, there are there levels of governance: province/capital/ special zone, district and village level. The key functions of local administrative body are: to follow constitution, law, decree, orders and regulations made by higher level; and implement socio-economic development plan according to government budget. In addition, local administrative authorities at their own discretion can issue necessary orders, regulations that concern economic, socio and culture matters and security in the boundaries of their control and administration. |
