Article 58 The Working Methods of Local Administration

1. The local administrations operate in line with the principles of centralized democracy and unified leadership; individuals have responsibility as guided and supervised by leadership;

2. To do their work following plans, program, project, defined timelines, in accordance with the situation and conditions of each level;

3. To collaborate with concerned parties in all activities. In case when there is disagreement over some issues, these shall be submitted to higher level authorities for consideration and approval;

4. To supervise, evaluate and report the activities in the locality and report to higher level;

5. The local administration at the different levels must have its performance inspected by the people, by its own level and by higher level inspection authority.
   

Article 59 Local Administration Finance

     Local administration finance has two levels of budget: provincial budget unit and district budget unit. The village is a basic unit for revenue collection and it incurs expenditures following rules and laws provided by the district level budget unit.Local administration finance must operate in line with the principles of centralized state budget; also the local budget shall be managed according to rules and laws and implement socio-economic development plans and annual plans which are approved by government for local administration.

     The person who has the highest financial decision making function is the Governor/Mayor or a person assigned by the Governor/Mayor of the province/city. At the district administration level, it is the Chief of District/Mayor or a person who is assigned to this role.
