The Prime Minister's Office
Article 16. Role of the Prime Minister's Office
The Prime Minister's Office is an organization within the organization of the Government's machinery. It has the role to assist the government, coordinate and summarize all questions related to the work of the Government, study and facilitate the implementation of the work of the Government, Prime Minister and other organizations under direct authority of the Government.
Article 17. Organization of the machinery of the Prime Minister's Office
The Prime Minister's Office consists of the Cabinet of the Prime Minister, the Committee of the Government Secretariat, Thabouangs and organizations under direct authority of the government.
Article 18. Personnel Organization structure of the Prime Minister's Office
The Prime Minister's Office is under the direct responsibility of the Prime Minister. There are Deputy Prime Ministers, Ministers to the Prime Minister's Office, Vice-Ministers to the Prime Minister's office, Chief and Deputy Chiefs of the Cabinet of the Prime Minister, Chief and Deputy Chiefs of the Committee of the Government Secretariat, Chief and Deputy Chiefs of Thabouangs, Chief and Deputy Chiefs of the organizations under direct authority of the Government, Director General and Deputy Director Generals of Departments, Directors and Deputy Director of divisions and technical officers.
Article 19. Rights and duties of the Prime Minister's Office
The Prime Minister's Office has the following rights and duties:
- to make preparations, arrange minutes and inform on the results of Government meetings ;
- to collect and summarize internal and external information and inform the Government and Prime Minister;
- to study and analyze issues and submit reports to the Government and Prime Minister to assist in the development of policy on, strategic development plans, socio-economic and cultural management, defense and security, foreign affairs, protecting national resources and the environment;
- to manage the career areas which are not under the Ministries and Ministry-equivalent organizations;
- to ensure favorable conditions for the effective functioning of the Government and Prime Minister and other organizations which are under the Prime Minister's Office;
- to coordinate with the Office of the Party Central Committee, National Assembly, President of the Republic, Ministries, Ministry-equivalent organizations, Governors, cities, the Lao Front for National Construction and Central Mass Organisations, to ensure a united, consistent approach to the main tasks of Government;
- to exercise all other rights and duties assigned by the Prime Minister and as stipulated by the Constitution and laws.
Article 20. The role of the Minister to the Prime Minister's Office
The Minister to the Prime Minister's Office is a Government member who acts as Chief of staff for the Government, responsible for tasks assigned by the Prime Minister.
Article 21. The function and authorities of the Minister to the Prime Minister's Office.
The Minister to the Prime Minister's Office has the following functions and authorities:
- to develop and implement the decisions of the Government meetings in the respective sectors;
- to monitor, manage and inspect the implementation of Planning under their responsibility;
- to issue agreements, instructions and circulars in order to improve the efficiency of areas under their responsibility;
- to suspend implementation or abolish agreements, instructions, suggestions, and circulars of lower level organizations which are under his/her authority. They has the right to propose to amendment or cancel juristic acts of other organizations, provinces or cities which are in contradiction of regulations under its own responsibility;
- to identify priorities for implemention of the annual plan;
- to submit draft laws, presidential decrees and governmental decrees related to their respective sectors, to the government;
- to appoint or remove Deputy Director Generals, Directors and Deputy Directors of divisions of the department;
- to collaborate and cooperate and sign agreements with foreign countries, in accordance with the official authorization of the Government;
- to resign from his/her position when he/she finds him/herself unable to execute his/her duties for health or other reasons;
- to exercise all other rights and duties as assigned by the Prime Minister or stipulated by the Constitution and laws.
Article 22. Role of Vice-Ministers to the Prime Minister's Office
The Vice-Ministers to the Prime Minister's Office have the role to assist the Government and are responsible for specific tasks as assigned by the Prime Minister or Minister to the Prime Minister's Office. The term of office of the Vice-Ministers to the Prime Minister's Office are equivalent to the term of office of the Government. Vice-Ministers to the Prime Minister's Office have the right to resign when they consider themselves unable to execute their duties for health or other reasons.
