Government meetings
Article 8. Government meetings
The Prime Minister convenes and chairs the Government meeting to be held once a month. The meetings can only be opened if at least two-thirds of the Government's members attend .
The members of Government have the duty to attend each Government meeting. In addition, other persons concerned may be invited to attend the meeting. Those who are not members of the Government are permitted to take part in the discussions but they do not have the power to vote. Decisions at the Government meetings are taken by simple majority. If no majority can be reached, the decision of the Chairman will be final.
In case of emergency, extraordinary meetings can be convened by the Prime Minister or at the proposal of at least one-third of the members of Government.
Regarding the meeting mentioned above, the Government should request the Governors and City Mayors to participate in the meeting twice a year to inspect and supervise the implementation activities of the local authorities.
There will be minutes prepared at each Government meeting, to be certified by the Chairman and distributed to the Government members and the concerned organizations to implement.
Article 9. Matters to be submitted to the Government meetings
Matters to be considered and approved at the Government meetings are the following:
- Strategic plans for state socio-economic development;
- Annual State budget plans and State budget modifications;
- Draft laws, draft decree-laws, and draft decrees;
- Creation, abrogation, merger, and separation of ministries, ministry-equivalent organizations, provinces, city and special zones; definition of province, city and special zone boundaries before proposing to the National Assembly for consideration and approval;
- Creation, abrogation, merger, and separation of the organizations under direct authority of the Government;
- Creation, abrogation, merger, separation or definition of the boundaries of districts and municipalities.
- Reports on the activities of Government;
- Defense, security and foreign relations;
- Negotiation regarding contents of treaties and agreements with foreign countries;
- Reports to the National Assembly and President of the Republic;
In addition to these above-mentioned matters, the Government meetings can put forward other matters deemed relevant.
Article 10. Special Meeting of the Government
The special meeting of the Government is a meeting of the Government's members requested and chaired by President, which can be held any time when the country faces an economic crisis, social, cultural or natural disaster, or an emergency regarding defense, security or foreign relations,
